The following are the regulations for some of the larger cities in the state of Pennsylvania.

Philadelphia, PA

General Contractors who reside in Philadelphia, PA are required to have a license from the city when working on projects worth $500 or more.  Licenses are given out by the Department of Licenses and Inspection.  To receive a license, contractors must prove that they hold:

  • Business Tax Identification Number
  • Worker’s Compensation and Employer’s Liability Insurance
  • Motor Vehicle Liability Insurance
  • Comprehensive General Liability Insurance
  • Commercial Activity License

Pittsburgh, PA

The Bureau of Building and Inspection (BBI) protects the residents in the City of Pittsburgh by having a requirement for all General Contractors to hold a license.  Applicants must be at least 18 years of age.  

In addition to filling out the application, contractors will be required to prove that they have:

  • General Liability Insurance must have a minimum limit of $300,000
  • An Affidavit of Exemption and Worker’s Compensation Insurance if the contractor does not employ any workers
  • Obtain a City Tax ID Certificate from the City Finance Department

Allentown, PA

Before starting any work on a construction project in the City of Allentown, PA, contractors will be required to obtain a building permit.  In addition to having a building permit, each contractor will be required to go through an inspection from the city’s zoning office.

Erie, PA

The Department of Building regulates General Contractors who reside in the city of Erie, PA.  The Department will also be responsible for approving, inspecting, and reviewing building permits for commercial and residential contractors.  Building permits protect the public and make sure that general contractors work and operate under construction regulations and codes set forth by the city.

Reading, PA

The City of Reading, PA requires each contractor to hold a building permit from the Building and Trades Office before beginning work on any construction project.  Also, contractors will be required to obtain approval for land and zoning development.
